Microsoft stopped selling Copilot as an assistant and started selling it as an identity and governance platform for entire fleets of autonomous agents.
Microsoft consolidated Azure AI Foundry with Foundry IQ, an orchestration layer that unifies access to models from OpenAI (GPT-5.5), Anthropic (Claude Opus 4.5, available on Foundry since 2025), Meta (Llama), and its own Phi and Mistral models under a single catalog with shared governance policies. The novelty over previous versions is "policy-based model routing": an admin can define rules like "use the cheapest model that meets accuracy threshold X for this task," and Foundry dynamically decides which model to invoke.
Agent 365, initially announced at Ignite 2025, expanded with an agent directory that treats every autonomous agent as a first-class identity within Entra ID, with its own lifecycle (provisioning, access review, deprovisioning) and audit trail equivalent to an employee account. For companies with dozens of deployed agents, this solves a real 2025 problem: the lack of centralized visibility into which agent has access to which system.
Copilot Actions, the layer that lets Copilot execute multi-step tasks in Outlook, Teams, and SharePoint without constant supervision, was integrated with Work IQ, an organizational knowledge graph that combines the traditional Microsoft Graph with real usage signals (which documents get cited together, which meetings precede which decisions) to give agents more precise context on the organization's informal structure, not just its hierarchical one.
Fara-2, successor to the Fara-7B computer-use model launched in 2025, is a compact model (14B parameters) optimized to run locally on Copilot+ PC devices, capable of operating full desktop graphical interfaces (opening apps, filling out forms, navigating legacy systems with no API) with execution latency under 200ms per action, with no need to send screenshots to the cloud — relevant for sectors with strict data restrictions.
Copilot Studio added prebuilt vertical templates for banking, retail, and manufacturing, plus a "simulation" mode that lets you run an agent against synthetic data before exposing it to production systems, reducing the risk of premature rollouts that was a recurring enterprise customer complaint during 2025.
Microsoft Purview extended its data loss prevention and sensitivity classification coverage to agent conversations and actions, not just documents and emails. This means a Purview policy that blocks credit card data from leaving now also applies when a Copilot agent tries to include that data in a response to a user or in a call to an external tool.
Microsoft's strategic difference from AWS Bedrock and Google Vertex AI remains the depth of integration with the productivity software most companies already use (Office, Teams, Windows). Ignite 2026 reinforced that bet: instead of competing on having the best proprietary model, Microsoft competes on being the governance and distribution layer for every model, betting that enterprise value lies in control and integration, not the underlying model.
