Sometimes an AI law isn't rejected — it simply stops existing because of a political calendar accident. That's exactly what happened to Canada's AIDA.
The Artificial Intelligence and Data Act (AIDA), Canada's first serious attempt at a comprehensive AI law, was bundled inside Bill C-27 alongside a privacy reform (the CPPA). On January 6, 2025, then-Prime Minister Justin Trudeau's resignation and the resulting prorogation of Parliament caused Bill C-27 to die on the order paper — without ever reaching a final vote. An early federal election in April 2025 pushed any reform attempt even further down the agenda.
Canada continues operating under PIPEDA, a data protection law written in 2000, with no dedicated federal framework for artificial intelligence. In the vacuum left by the AIDA, the federal government has rolled out a set of soft-law instruments: strategic policies and sector guidelines, but nothing with horizontal legal force comparable to what was originally proposed.
The Canadian case is a reminder of a regulatory risk that rarely gets discussed: it's not just that an AI bill's content can change before passage (as in Colorado) — the entire bill can simply vanish altogether due to political instability unrelated to AI at all. For compliance planning purposes, “there's an advanced bill” should never be treated as “a law is coming soon,” no matter how developed the text is.
With no AIDA and no successor in sight, companies operating in Canada rely on PIPEDA (general data protection, not AI-specific) and voluntary sector guidelines — much lighter terrain than South Korea, the EU, or even Brazil. It's worth monitoring whether a new government revives some version of the AIDA, but there's no concrete signal that will happen in the near term.
